Head of the Special Organised Crime Unit (SOCU), Deputy Commissioner Fazil Karimbaksh, is being accused of rape and threatening behaviour allegedly committed against a female Police Inspector of the Guyana Police Force.
The News Room was reliably informed that a report was recently filed by the Inspector alleging two counts of rape and threatening behaviour with a firearm.
In relation to the rape allegations, sources told the News Room that one of the incidents allegedly took place in Guyana while another occurred outside the jurisdiction. The female rank has reportedly been transferred, at her request.
The Guyana Police Force has not yet issued any official statement in relation to this. However, Home Affairs Minister Oneidge Walrond said she was informed by the Commissioner of Police, Clifton Hicken, that a team has been established to probe the matter.
Speaking on the Starting Point podcast, Walrond said formal proceedings, including a confrontation between the parties, will unfold. Thereafter, any necessary disciplinary action will take place.
Importantly, Walrond said it is her personal view that Mr. Karimbaksh should be sent on administrative leave pending the investigations.
“It is my view, and I hold this strong view, that he should be sent on administrative leave pending the investigation.
“… The Police Service Commission ultimately should be the one to do that, barring the fact that it’s not currently constituted; I would assume that it’s a discussion we need to have between the Commissioner and myself on how we address that,” she said.
Usually, reports of misconduct or crimes committed by a senior rank against a junior rank in the Force are investigated by the Office of Professional Responsibility (OPR).
